Russian motorists were obliged to carry with them and, if necessary, wear vests with reflectors. The traffic police of the Ministry of Internal Affairs of Russia announced that this should become the norm. Deputy Head of the traffic police of the Ministry of Internal Affairs of Russia, Vladimir Kuzin told representatives of the media that the department he headed is ready to introduce the amendments to the rules of the road, which will oblige everyone, even pedestrians in the dark to wear special clothes with reflective stripes in order to minimize the number of raids on people. The new rules apply to drivers who should have vests with them.
In the case of a forced stop, the driver is obliged to put on a vest with “flirts” and get out of the car on the roadway in the event of a traffic accident or in conditions of poor visibility and bad weather. During the trip, vests with reflectors should hang on the back of the seat.
The statistical data of the police indicate that in 90% of cases of raids, pedestrians were dressed in dark clothes without any reflective elements. The driver simply cannot physically notice the person who goes along the sidelines. Over the past year, 7 thousand people died in 50 thousand accidents on the roads of Russia, and more than 45 thousand were injured in varying degrees of complexity. A 13 thousand accidents occurred in the radius of pedestrian crossings, 875 deaths. Data suggests that pedestrians are the most unprotected category of road users. 30 % of incidents are on pedestrians.
According to representatives of the traffic police, the Dataphs will reduce the risk of the death of the transitions by 75%. I would like to note that wearing special vests is mandatory for countries such as Belgium, Austria, Croatia, Portugal, Luxembourg, Italy, Spain, Hungary and Bulgaria.
We still do not know about penalties that will be imposed on violators. Vladimir Kuzin noted that first you need to introduce the norm, and then think about the size of the fine. Perhaps the minimum fines will also be recovered against pedestrians.
This initiative has already appeared ardent opponents who believe that not every driver will be able to wear a vest with reflectors. A lady in a chic mink coat will look ridiculous in a bright vest for 200 rubles. According to the bonds of lawyer Alexei Kucheren, the head of the Commission of the Public Chamber on Security of Citizens, this will require ordinary people of additional expenses, and this should not be.
